Charges: Man, 90, Touched Himself At Pool Ogling ‘Pretty Ladies’

MINNEAPOLIS (WCCO) – A 90-year-old man faces a felony charge after authorities say he was masturbating last week at a public pool in Edina where children were playing.

Lloyd Kerr Rudy, of Eden Prairie, is charged with one count of fifth-degree criminal sexual conduct stemming from an incident last Tuesday, court documents filed in Hennepin County say.

According to a criminal complaint, children had reported seeing an older man exposing himself and touching himself at the Edina Pool.

When officers arrested Rudy, he admitted that he was touching himself while looking at “pretty ladies,” the complaint states. A search found three vibrating dildos in a bag he had with him.

In 1983, Rudy was convicted for second-degree criminal sexual conduct, thus upgrading his current charge to a felony.

If convicted of the current charge, Rudy faces a maximum sentence of 7 years in prison and/or a $14,000 fine.


Charges: Man Broke In, Sexually Assaulted Woman While She Slept

MINNEAPOLIS (WCCO) — A 34-year-old Bloomington man is accused of breaking into woman’s apartment in Minneapolis and sexually assaulting her while she slept, according to charges filed Tuesday in Hennepin County Court.

Davon Allen was charged with first-degree burglary and first-degree criminal sexual conduct in connection with the July 23 incident.

According to the charges, Minneapolis police were called at about 6:04 a.m. to a Cub Foods on a complaint of criminal sexual conduct. Officers spoke with an adult female victim who said an intruder broke into her apartment while she was sleeping, and she woke up to him having sex with her.

The complaint states the victim told police she had been drinking the night before and was sleeping in her bedroom on the 3400 block of Colfax Ave. S. in Minneapolis. She woke up to a man, identified as Allen, engaging in sex with her. She said Allen became startled when she woke up, and he fled the apartment. The victim couldn’t find her phone, so she went to Cub Foods to call police.

The victim was taken to Hennepin County Medical Center for a sexual assault evaluation. Officers found her phone in a drain several blocks from her residence.

An investigation at the apartment showed two ground floor windows were missing screens, and one was cut. A bathroom window was also partially open with fingerprints on it. They matched Allen.

He was arrested on July 29 and admitted to officers that he had sex with the woman. He told police he saw her dancing in her underwear while he was walking through an alley and started talking to her. He said they talked through a window for about 40 minutes before she invited him in. Allen said she consented to sex.

The victim said Allen’s statement was false. She said she was not dancing, never talked to Allen and was sleeping when he assaulted her.

If convicted, Allen faces up to 50 years in prison and $75,000 in fines.

Fmr. Prior Lake Youth Pastor Charged With Having Sex With Minor

MINNEAPOLIS (WCCO) — A 23-year-old former youth pastor in Prior Lake has been accused of having sex with an underage female victim, according to charges filed in Hennepin County.

Mitchell Geoffrey Bolkom, of Grand Forks, North Dakota, is charged with third-degree criminal sexual conduct in connection to the incidents, which allegedly began in early 2016.

According to the criminal complaint, police learned on Sept. 13, 2016 that the victim had told her priest that she had been involved in a sexual relationship with her youth pastor, Bolkcom. In an interview with police, the victim said the relationship took place from January 2016 until May 2016.

The victim, who was born in 1999, said she met Bolkcom at a church retreat in late 2015 and initially began to meet up to talk about her depression. She said the relationship evolved from coffee shops to her going over to Bolkcom’s apartment.

At one point after a sexual encounter, she said she told Bolkcom that she didn’t think it was a good idea and did not want to come over. However, Bolkom allegedly got her to come over by telling her he was leaving for Florida for a new job soon and that he only had seven years to live due to a heart condition. The fourth time they met, they had sex.

In an out of custody interview, Bolkom eventually confessed to the crime and admitted that he counseled and ministered her. He is now in custody.

On Sunday, Sept. 18, the Archdiocese of St. Paul and Minneapolis released a statement on the arrest:

The Archdiocese of Saint Paul and Minneapolis learned this weekend that Bloomington Police arrested Mitchell Bolkcom, a former employee and volunteer at the Church of Saint Michael in Prior Lake. He was charged in Hennepin County with criminal sexual conduct after an allegation of sexual abuse of a minor. At the time of the alleged criminal sexual conduct, Bolkcom was an employee at Saint Michael. At the time of his arrest, Bolkcom was working for FOCUS – the Fellowship of Catholic University Students – at the Saint Thomas Aquinas Newman Center at the University of North Dakota in Grand Forks, North Dakota.

The Archdiocese and the Church of Saint Michael are cooperating with law enforcement and we encourage anyone with information to contact police. Please keep all those who have been abused in your prayers.

If convicted, Bolkom could face up to 15 years in prison and/’or a $30,000 fine.

Ordained Catholic Priest, 33, Charged With Criminal Sexual Conduct

MINNEAPOLIS (WCCO) — A 33-year-old ordained Catholic priest currently assigned to a diocese in California faces charges of criminal sexual conduct in connection to an incident in Mendota Heights.

According to the Dakota County Attorney’s Office, Jacob Andrew Bertrand has been charged with two counts of third-degree criminal sexual conduct in connection to the alleged sexual penetration of a woman in June or July of 2010.

According to the criminal complaint, the sexual conduct occurred while Bertrand was providing a private mass for the victim in the basement of her parent’s home in Mendota Heights.

“It is a felony under Minnesota law for any member of the clergy to have sexual relations with an individual who is not their spouse, during the course of a meeting in which religious or spiritual advice, aid, or comfort is given, or while ongoing religious or spiritual advice, aid, or comfort is occurring,” Dakota County Attorney James Backstrom said.

If convicted, Bertrand faces up to 15 years per charge and/or a $30,000 maximum fine.

Bertrand will make his first court appearance Monday, Oct. 10.

Sheriff: Former Rush City Teacher Sexually Abused Student In 1980s

MINNEAPOLIS (WCCO) — A former teacher in the Rush City School District is facing charges after being accused of having an inappropriate relationship with a student back in the late 1980s and early 1990s, according to the Chisago County Sheriff’s Office.

Jon Michael Hughes was charged with third-degree criminal sexual conduct and fourth-degree criminal sexual conduct after a year-long investigation. The victim reported the abuse and came forward with the allegations in December of 2014.

A juvenile female had reported being sexually abused by Hughes, her former teacher, in the Rush City School District in the late 1980s and early 1990s. Hughes resigned from his position on Nov. 21, 2000, after a complaint was filed with the district regarding the sexual abuse of a minor female.

An investigation showed Hughes entered into a signed stipulation with the Minnesota Board of Teaching in September 2001, acknowledging he engaged in an inappropriate relationship with the victim during his term as a teacher in the school district.

Hughes was an assistant men’s basketball coach at the University of St. Thomas for 25 years. He retired after the 2015-16 season, one which finished for the Tommies with a 30-3 record and a national championship. St. Thomas officials released a statement Thursday morning.

“Jon Hughes retired as assistant men’s basketball coach at the end of the 2015-16 season. News of these charges and the allegations are a surprise to the university’s leadership, its director of athletics and its head men’s basketball coach. The university is reviewing this matter,” the statement reads.

Edina Native Charged With Sexual Assault At UW-Madison

MINNEAPOLIS (WCCO) – A 20-year-old man from Edina who is a student at the University of Wisconsin-Madison is accused of touching a female student inappropriately at least 15 times, according to charges filed in Dane County Court.

Alec R. Cook has been charged with 15 counts of fourth-degree criminal sexual conduct in connection with the case.

Authorities say last week, a woman contacted the campus police department to report that she had been touched inappropriately by Cook at least 15 times in class during the 2016 spring semester. Authorities say since this case, other victims have come forward saying they were also assaulted by Cook.

Cook is currently being held in the Dane County Jail and could face more charges later this week. He has been suspended from the school and as part of his bail conditions, he is banned from all campus property.

‘Horrific & Abominable’: Man Charged In 3 St. Paul Rape Cases

MINNEAPOLIS (WCCO) — A 38-year-old St. Paul man is accused in three stranger rapes that occurred in St. Paul this fall, according to charges filed in Ramsey County.

Larry Donnell Griffin faces six felony charges of first-degree criminal sexual assault, four felony charges of kidnapping and two felony charges of first-degree aggravated robbery.

Griffin was arrested Tuesday when authorities said they were able to link three rape cases using DNA evidence.

The first case occurred on Aug. 30. A woman told police she had been walking near a SuperAmerica on Payne Avenue when a man driving a tan minivan approached her. He asked if she needed a ride, and then raped her at gunpoint in the vehicle.

The second case reportedly occurred on Sept. 22. The victim reported she had been walking near Payne and Magnolia avenues when she was robbed and raped at gunpoint.

Police said the third case, which occurred on Oct. 25, followed the same pattern. Just before midnight, officers saw a 41-year-old woman running across the street. She was nude and crying hysterically. The victim told police she was walking on Payne Avenue when a man in a minivan pulled up next to her and asked if she needed a ride. When she ignored him, he forced her into the vehicle at gunpoint and raped her.

Police said Griffin was stopped around 1 p.m. Tuesday in the parking lot of Hazel Park Preparatory Academy. During the course of investigation, officers found two guns in Griffin’s possession that they believed were used in the crimes.

“The alleged behavior by the defendant is horrific and abominable. These cases represent the worst things that people do to others. As a community, we should do everything in our power to support the victims of sexual violence,” Ramsey County Attorney John Choi said. “We will do our part by vigorously pursuing justice for these victims and our community. I want to thank responding medical staff and the St. Paul police for their dedicated work to investigate and apprehend the defendant.”

If convicted, Griffin could face up to 30 years in prison and/or a $40,000 fine for each criminal sexual conduct charge. He could face up to 20 years in prison per kidnapping charge and 20 years per aggravated robbery charge.

Mankato Bartender Accused Of Raping, Impregnating Passed Out Woman

MINNEAPOLIS (WCCO) — A 34-year-old Mankato man is accused of raping and impregnating a woman who blacked out at a bar he was working at last year, according to charges filed in Blue Earth County.

Jason James Kwasniewski faces one felony count of third-degree criminal sexual conduct and one gross misdemeanor charge of fifth-degree criminal sexual conduct in connection to the incident on March 1, 2015.

According to the criminal complaint, the victim was at Bradley’s Bar on the day of the incident with some friends. She said she asked Kwasniewski, who was a former co-worker, about job openings and he told her there were some for waitresses. The victim said Kwasniewski kept serving her drinks and shots and she ended up blacking out. She woke up the next day with only a shirt and panties on.

The victim said Kwasniewski told her that he had taken “good care” of her. She said she didn’t know if anything sexual happened because she had a wax the day before and was sore from that.

The victim later realized she was sexually assaulted when she had a child and a DNA test was done, which showed Kwasniewski was the father. Before then, the victim thought the baby was her boyfriend’s.

The victim said she went to Kwasniewski’s house and told him that the baby was his, but he denied it being possible as he had a vasectomy. The victim said he then became inappropriate and she left. She later applied for and was granted a restraining order after more harassing communications.

Authorities say the victim decided to report the incident after she heard that Kwasniewski was accused in a second sexual assault.

If convicted, Kwasniewski could face up to 15 years in prison and/or a $30,000 fine on the felony charge. He could face up to one year on the gross misdemeanor charge.


Former Camp Counselor Accused Of Sex With Teen, Child Porn

MINNEAPOLIS (WCCO) – A 37-year-old Blaine man and former youth camp counselor in central Minnesota is accused of raping a 15-year-old girl in September and recording it on his phone.

Scott Fortier, who worked for several years as a counselor supervisor at a youth camp in Todd County, is charged with first-degree criminal sexual conduct, third-degree criminal sexual conduct and using minors in a pornographic work, according to court documents filed last week in Anoka County.

The charges stem from a criminal sexual conduct investigation wherein two girls who’d been junior counselors at the camp told police that a sexual encounter happened in September at Fortier’s home, where authorities later found a CD with child pornography.

According to a criminal complaint, a 15-year-old girl who worked as a junior counselor said that she and another 17-year-old junior counselor were invited to Fortier’s home and served alcohol.

The 15-year-old told police that Fortier touched her while they were in his hot tub and had sex with her in his shower when the other teen left them alone. The teen said she felt “trapped and scared” in Fortier’s house.

Videos found on Fortier’s phone show the teen and Fortier having sex in the early morning hours, a time when the teen did not recall having intercourse with Fortier, the criminal complaint states. In the videos, the teen doesn’t appear to be conscious.

Later, investigators searching Fortier’s home found a CD that forensic analysis showed to contain several videos of child pornography, another criminal complaint filed in Anoka County states. The CD had images of several different girls, none of which were described as being related to the camp where Fortier worked.

Fortier, who faces seven counts of possessing child pornography in addition to the criminal sexual conduct charges, told authorities that he downloaded the images from the internet and made a CD so that he could hide it from his girlfriend.

If convicted of the first-degree criminal sexual conduct charge, Fortier faces a maximum sentence of 30 years in prison and/or a fine of up to $40,000. For each of the child porn possession charges, he faces up to 5 years in prison and a $5,000 fine.

Fortier is currently in custody.

Former Champlin Park Soccer Coach Pleads Guilty To Sex With Student

MINNEAPOLIS (WCCO) – A former high school soccer coach accused of engaging in sexual activity with a 13-year-old boy at his home in the summer of 2014 pleaded guilty to charges last week.

Rebecca Noonan pleaded guilty to an amended charge of fourth-degree criminal sexual conduct in the case with a stay of adjudication. If she completes the terms of her probation, the case could be dismissed.

Noonan entered the plea the day her trial was supposed to start. She had been charged with third-degree criminal sexual conduct and fifth-degree criminal sexual conduct involving non-consensual sexual contact.

Court documents state Noonan was at the boy’s Ramsey home in August or September of 2014 when his mother wasn’t home. She was friends with the victim’s mother. She went into his room, got undressed and went into his bed. She engaged in sexual contact with him and told him to keep it a secret because she would go to jail.

According to court documents, the victim told his siblings about the incident and told them not to say anything. His siblings told police what he told them.

High School Interpreter Accused Of Having Sex With Student

MINNEAPOLIS (WCCO) — A 24-year-old St. James woman is accused of having sex with a 16-year-old student who she was assisting as an interpreter in school.

According to WCCO affiliate KEYC, Denisse Ramirez faces one felony count of fourth-degree criminal sexual conduct.

Ramirez was reportedly the victim’s interpreter at St. James High School. Police began investigating after the victim approached her husband about the relationship.

According to the criminal complaint, Ramirez and the victim had sexual contact in November of 2016 and exchanged messages until after Christmas break – when she was no longer his interpreter.

Sheriff: Man Arrested After Being Found Drunk In Stranger’s Bathroom

MINNEAPOLIS (WCCO) — A 35-year-old Brainerd man is in jail after he allegedly inappropriately touched a female victim and was later found drunk in a stranger’s bathroom, according to the Crow Wing County Sheriff’s Office.

On Wednesday around 4:50 p.m., the sheriff’s office received a call from a resident on the 6100 block of Simko Drive who said he arrived home to find an unknown man in his bathroom. He told authorities that after he confronted the man, the man ran out of the apartment and into the woods.

Sheriff Todd Dahl says that shortly after deputies arrived, the suspect – identified as Gian Carlo Aamodt – was located a short distance from the apartment complex. Dahl says he was extremely intoxicated and partially dressed.

Dahl says an investigation determined that Aamodt was involved earlier in an altercation at a neighboring apartment. There, he allegedly got into a fight and inappropriately touched a female victim. He apparently left and went into another apartment where he was found in the bathroom.

Aamodt is in Crow Wing County Jail, booked on burglary and criminal sexual conduct charges.

Charges: Asst. Principal Had Sexual Conversations With Minors Via SnapChat

MINNEAPOLIS (WCCO) — An assistant principal in Bemidji is accused of trying to solicit children to engage in sexual conduct over the internet.

Brandon Bjerkness, 34, of Bemidji is charged with two counts of solicitation of children to engage in sexual conduct, both felonies.

Authorities say Bjerkness, while working as an assistant principal for Bemidji Middle School, has been contacting juvenile children through Facebook, Snapchat and email using a fake identity.

While contacting children, Bjerkness allegedly used the name Brett Larson – a 13-year-old male student attending Morgan Park in Duluth. The school has been closed for several years.

According to the criminal complaint, investigators tracked down the minor victims and confirmed they were 13 and 14 years old. They both admitted engaging in conversations with “Brett Larson” via SnapChat and that the conversations were sexual in nature.

Authorities say Bjerkness’ phone revealed conversations with the victims occurred throughout March of 2017.

Now, the county sheriff’s office is asking parents to talk to their children and determine if they have had contact with “Brett Larson” on any of these social media accounts. Parents are advised to call 218-333-9111 and ask to speak with an investigator if so.

Bemidji Area Schools said Friday that Bjerkness was immediately placed on administrative leave pending an investigation.

“As always, the priority for Bemidji Area Schools is to provide a safe and welcoming environment for all students,” the school said. “All complaints regarding school district employees are taken seriously and will work with all appropriate agencies to ensure that a comprehensive investigation is completed.”

If convicted, Bjerkness faces up to three years in prison and/or a $5,000 fine per charge.

Charges: 2 Men Sexually Assaulted Roommate Following ‘Truth Or Dare’

MINNEAPOLIS (WCCO) – Two men face sexual assault charges after allegedly touching their roommate sexually without his consent last summer amid a game of “truth or dare.”

Twenty-five-year-old Lamont Williams, of Orangeburg, South Carolina, and 21-year-old Sergio Bustus, of Vidalia, Georgia, are both charged via summons with fifth-degree criminal sexual conduct, court documents filed earlier this month in Dakota County show.

According to a criminal complaint, Williams, Bustus and another man moved into an Eagan apartment last June as part of a job training program. Just days after they started living together, their other roommate told police that Williams and Bustus had sexually assaulted him.

The victim reported to authorities that on the night of June 17 he, Williams and Bustus were drinking and playing “truth or dare.” The victim said he was dared to stand naked on the balcony for 20 seconds and did so. After he returned from the balcony, he found Williams naked and Bustus in his underwear.

The victim said Bustus then wrestled him to the ground, and both he and Williams touched him sexually, without his consent.

The victim told police he quickly broke away and dressed himself. Shortly after, his roommates began watching pornography on a phone in the living room, with Williams masturbating. The victim said he left and went into his bedroom.

Hours later, Williams entered the victim’s bedroom. The victim reported to police that Williams was angry he’d lost connection to the internet on the phone. When the connection was restored, Williams allegedly entered the victim’s bed and masturbated while watching pornography for about an hour.

In the morning, the victim reported what happened to police and underwent a sexual assault nurse examiner at a hospital. The victim’s parents called the housing director of the training program, and both Bustus and Williams were terminated.

In talks with investigators, Williams denied knowingly touching his roommate’s genitals, adding that he received permission to masturbate from both of his roommates.

Bustus told police that he only got on top of his roommate as a way to protect him from Williams. He added that he only accidentally touched his roommate’s bottom when he tried to move him.

Both Williams and Bustus are summoned to appear in Dakota County in early August.

If convicted of the fifth-degree criminal sexual conduct charge, which is a gross misdemeanor, the two face a maximum penalty of one year in prison and/or a $3,000 fine.

Charges: Henry Sibley Music Teacher Had Sex With Student

MINNEAPOLIS (WCCO) – A 31-year-old New Hope woman is accused of having sex with an underage student multiple times in February, according to charges filed in Dakota County Court.

Christine Lee Funk has been charged with three felony counts third-degree criminal sexual conduct in connection with the case. Funk was a music teacher at Henry Sibley High School.

Funk was also arrested back in March on suspicion of possessing pornographic work involving minors on a work computer. She was placed on administrative leave during that case.

According to the charges, a school resource officer in Mendota Heights received information on Feb. 27 about inappropriate text messages being exchanged between a 17-year-old male student and Funk. Police obtained the messages and found conversations that suggested the two engaged in sexual relations. Funk also allegedly sent several partially nude photos to the student in text messages.

The complaint states Funk spoke with police and admitted to sending the student texts, but denied having sexual relations with the student and said any text messages of a sexual nature were a fantasy. She initially denied sending the student the partially nude photos, but later admitted to it after being shown them from the student’s phone.

The complaint states the student told police Funk sent him text messages of partially nude photos of herself, but denied having sexual relations with her and said the photos were fantasy. A full search of the student’s phone showed that the two had engaged in sexual relations.

In a second interview with police, the student said they had sex on more than one occasion. The student said they had sex once at her residence, once at the high school and once in a vehicle outside the student’s home.

Funk is a high school music teacher.

If convicted, she faces up to 45 years in jail and $90,000 in fines.

Sheriff: Man, 60, Solicited Sex From 13-Year-Old Over Social Media

MINNEAPOLIS (WCCO) – A west-central Minnesota man is accused of trying to solicit sex via social media from what he believed to be was a 13-year-old.

However, the person 60-year-old Dean Swerman was talking to last week was actually an undercover officer, the Pope County Sheriff’s Office says.

Swerman, of Nelson, was arrested Friday. The sheriff’s office says Swerman had randomly reached out to the fake account operated by an undercover officer.

Swerman solicited the child to engage in sex acts, the sheriff’s office says. He then drove at least 30 miles to Pope County in an attempt to meet the child.

Instead, Swerman found himself in the handcuffs of sheriff’s deputies. In his car were a meth pipe, body oil and other sexual aids.

Swerman faces two felony charges of criminal sexual conduct and a gross misdemeanor charge of drug possession, sheriff’s office said.

Swerman was released on conditions.

Shakopee Student Gets 12 Years For Raping Classmate

MINNEAPOLIS (WCCO) – An 18-year-old Shakopee man was sentenced to 12 years in prison on Tuesday for raping a former friend and classmate at the high school last November.

Angel Pablo Torres was charged with first-degree criminal sexual conduct in connection with the case. He had been accused of luring a girl out of class and into a hallway at Shakopee High School to get a drink of water.

Torres and the 17-year-old female victim were classmates and former friends. When he met her at the drinking fountain, he grabbed her by the wrist and took her into the boys’ locker room. The girl told authorities he pulled her into a handicapped stall, locked the door and pulled down both their pants.

She tried to resist, but she said he was too strong. Surveillance cameras at the high school indicate the assault took about 20 minutes, after which the female is seeing leaving the locker room.

Torres was sentenced to 12 years at the St. Cloud Correctional Facility.

Hudson Girls Basketball Coach Charged With Abusing Babysitter

MINNEAPOLIS (WCCO) — A Hudson High School basketball coach is charged with repeatedly sexually assaulting a 13-year-old babysitter.

Louis French, 42, is accused of sexually assaulting the girl since she was in the fifth grade, often times at his home or when he was driving her home.

Police say the girl’s parents discovered what had happened after they noticed a Snapchat message French sent to their daughter. Officers arrested French on his way home Monday.

French coaches junior varsity girls basketball at Hudson High School in western Wisconsin. The district says French has been placed on paid leave.

Hudson police say the victim involved was not a student French coached, but they say they want to hear from anyone who knows if there could be other incidents. Those with information are asked to call 715-386-4771.

Following French’s arrest, Hudson High School issued this statement:

Providing a safe environment for our athletes/students and caring for your children are the most important responsibilities we have in the Hudson School District. We take that duty very seriously.

On Monday, we learned that law enforcement was arresting, Louis French, Hudson High School’s JV 2 Basketball Coach for alleged inappropriate conduct with a minor. The current allegations do not pertain to any of the athletes on the Hudson High School teams he has coached. The Hudson School District conducted a criminal background check before Louis French was hired that did not show any concerns. Background checks are part of the School District’s procedures for all staff and volunteers.

The School District has been working in cooperation with law enforcement and the District Attorney’s office as they investigate the allegations. The School District has directed Louis French to have no contact with any Hudson School District students and he is not allowed to come to School District property or activities. Louis French has been put on paid leave, pending the outcome of the School District’s investigation.

At this time, we are not aware of any other allegations of inappropriate conduct by Louis French. We encourage parents to have a conversation with their children to determine if there are any other concerns that may not have been brought forward to law enforcement. The Hudson School District will continue to cooperate with law enforcement as the legal process moves forward. We will continue to keep the best interests of your children and all of our athletes as a primary concern.

Additionally, our High School Principal and Superintendent met with the parents of our girls basketball athletes last evening to provide support and answer their questions. We want all of our students and families to know that we have staff available to provide support and resources if anyone may be struggling with this situation.

Dassel-Cokato School Board Member Accused Of Sexually Assaulting Woman

MINNEAPOLIS (WCCO) – A 40-year-old Dassel man is accused of drugging a female victim and sexually assaulting her at his residence earlier this month, according to charges filed in Meeker County Court.

Shane Colberg was charged with two counts of first-degree criminal sexual conduct, fifth-degree possession of a controlled substance and possessing a firearm, drugs and drug paraphernalia in connection with the incident.

Officials with the Dassel-Cokato School District said Thursday Colberg is a member of the school board.

According to the charges, the Wright County Sheriff’s Office met with the adult female victim at about 12:14 a.m. at her residence. She told authorities that on Sept. 10, she went to Colberg’s residence in Dassel. He gave her an alcoholic beverage, she began to feel very strange and consented to performing oral sex on him.

The complaint states she then blacked out, doesn’t remember what happened but woke up to him having sex with her. She left the residence in a hurry, but had to pull over because she still felt “weird.”

Authorities observed large bruises on her, which she said he gave her during sex. She said she’s known Colberg for a month or two and they had communicated over texts and phone calls. She said when she went to his house on Sept. 10, he gave her one White Claw spritzer.

The complaint states she told authorities after she had the drink, she felt weird and groggy and believes she may have been drugged. She woke up to him having sex with her, and he left the bedroom saying “he was going to do coke.” She then blacked out again and doesn’t remember anything until she woke up in his bed.

According to the complaint, she told Colberg she was OK with oral sex but didn’t want to have a relationship with him and was not OK with having sex with him.

Authorities executed a search warrant at Colberg’s home on Wednesday, and found the alcoholic beverage, a paper bindle of an unknown white, powdery substance, white residue which tested positive for cocaine, a baggie of marijuana in his bedroom closet, two shotguns and other firearms throughout the house.

Colberg was arrested and in an interview with police, he denied giving the victim any drugs and denied having forced penetration with her. He admitted to sexual contact and having sex with her, but said it was consensual. He said the victim was never incapacitated or helpless. He also said his friends would do cocaine in his house, but he never did it. He said his friends may have used the cocaine in his bedroom closet.

The case remains under investigation.

Authorities ID Suspect In Alleged Minnetonka Assault

MINNEAPOLIS (WCCO) – Authorities say a 28-year-old man is in custody on probable cause criminal sexual conduct after an alleged assault in Minnetonka over the weekend.

Derrick Kinchen was taken into custody Sunday night and is in the Hennepin County Jail awaiting possible criminal charges.

Minnetonka police responded just after midnight Sunday to the 14000 block of Bellevue Drive on a report of an assault in progress. When officers arrived, the reporting party said the male suspect fled the home on foot. The male, later identified as Kinchen, was located by a police canine and taken into custody. He was taken to a hospital to be treated for a canine bite and released.

Authorities say Kinchen was a guest at the residence where the incident took place, and is known to the family who resides there. He’s being held without bail.

The Hennepin County Attorney’s Office has until the end of Tuesday to file charges in the case, and that’s when more details could be made available. The incident remains under investigation.
